The Efficacy of the Peace Process in Northern Ireland

Where: NHIOP Auditorium, St. Anselm's College, Manchester, NH

When: Tuesday, March 15, 7:30 p.m.

Two central figures in the Northern Ireland peace process, Mark Gilmore and Kathleen O'Toole, will give a talk titled "The Efficacy of the Peace Process in Northern Ireland: Policing the Common Ground." Gilmore and O'Toole will share their perspectives on the history of the peace process in the North of Ireland, the current situation there, and prospects for lasting peace. Their program will focus on the plight of a people ripped by violence in communities, where virtually no one remained untouched by political and physical hurt and the painstaking process of disarmament.

Gilmore and O'Toole had pivotal roles in the restructuring of the police service in Northern Ireland, a key element in the Good Friday agreement, which was a major political development in the Northern Ireland peace process. They were also involved in the overall effort to bring a lasting peace to Northern Ireland.

O'Toole is Chief Inspector of the Garda Síochána Inspectorate, an oversight body responsible for bringing reform, best practice, and accountability to the 15,000 member Irish national police service. She was also a member The Independent Commission on Policing for Northern Ireland (Patton Commission) and former Police Commissioner in Boston, Massachusetts.        Gilmore joined the Royal Ulster Constabulary, later the PSNI, in 1983, rising through the ranks to become Assistant Chief Constable. He is currently Assistant Chief Constable in West Yorkshire, U.K., among the largest and busiest police forces in the country.

The Fulbright Association is tax-exempt under section 501(c)(3) of the Internal Revenue Code and chapters are tax exempt under a group tax exemption ruling. The Association is incorporated under the laws of the District of Columbia. Chapters apply for and receive charters, approve Bylaws, and enter into Affiliation Agreements to maintain their affiliation with the national organization and to receive services and benefits from the national office.
